Transversal is meaningless, you should probably remove it from your overview. Instead, look at radial velocity. This is a measure of how quickly an object will circle your ship - 2pi radians per second being one circle every second, the same units your guns tracking is measured in.
Realize that, for example, a ship with 1/4 the signature radius of your guns signature resolution will be as hard to track as one moving 4x faster. This is the tracking formula in a nutshell.

It all makes sense now!
But also remember that Minmatar have the worst slot layouts for tanking, the least HP, lowest sensor strength, lowest lock range, and worst capacitor. They average 2nd-to-last in dronebays and have arguably the weakest racial ewar.
It's give and take. Artillery dont necessarily need optimal, but they DO need something other races dont have, that plays to Minmatar strengths.

My 2 cents:
Arty alpha boost is fantastic, it really gives artillery a solid niche. I might actually fit artillery if these proposed changes go through. Who cares if it screws up PvE? CCP intended for Minmatar's marauder to use autocannons with barrage, and we're getting more options to extend that falloff.
These changes really are a direct boost, they give Minmatar weapons a true racial flavor again. If we're lacking a fleet battleship, that's more the ships' fault than the weapon system, and can be remedied by changing the bonuses on the Tempest.
Hopefully CCP aren't done, this is a good start.

I'm willing to bet you'll be able to push the range out with autocannons nicely post-patch. 3 falloff rigs (T2 even, they're cheap), 2 tracking enhancers and possibly a tracking computer, should do nicely asside from high ammo consumption. I'll play around with it on the test server in a day or 2 and see if it's workable.

For a while I was pushing for changes to the Tempest that would allow this. Maybe a marauder-like 100% bonus and a 5% damage bonus, and give it falloff as a 2nd bonus. There are many ways to do it though.

A tiny bit of speed agility could help, beut cannot be overdone. And if you give more speed agility then no way it can get even more damage or it gets overpowered. And now IMAGINE nightmareX posting when the tempest really becomes overpowered! We cannot allow that!
The Tempest still has the Maelstrom to compare to. Between the 2, the Tempest has:
Smaller Sig Radius Better Agility/Speed 2 Utility highslots
The Maelstrom has: Bigger dronebay More DPS from guns Easier to fit Tanking bonus More hitpoints Arguably better slot layout
I don't consider the Tempest's strengths to make up for its weaknesses. It still needs to be addressed with compared with the Maelstrom.

I trained Minmatar back when they sucked, and learned my lesson. I just finished Amarr cruiser V, before that was T2 large pulses, Amarr BS going to V now.
